Why did the Posse Comitatus Act apply to the Air Force and not the Navy?

A bit specific question...but the USAF was founded in the 90's, and the Navy had its roots way back to the nation's founding. The Posse Comitatus (from what I understand) was applied in 1878. Why the discrepancy?
