Is it illegal for a landlord to switch the electricity to a tenant before tenant moves in or signs a lease.?
I recently moved into a new apartment community. I paid my deposit to secure the apartment on March the 15th of this year. I also signed necessary paperwork to ensure that I secured the apartment and a release to have the financial responsible for the electricity bill transferred to my name. I signed my lease on April 1st of this year and moved in the same day. I found out recently, after receiving my first electricity bill, that the electricity had been transferred to my name on the 16th of March of this year. That's 2 full weeks before I moved in and before I signed my lease. I live in the state of Mississippi and I was wondering if this is considered fraud. I contacted management hoping it was just some mix up and that she would rectify the discrepancy with the electric company. Sorry to say I was told that it wasn't managements problem. Is there a law enforcement agency that handles issue of this manner?
